Vista and XP sharing internet connection

I have a home wireless internet problem. There are 4 computers in the house connected to a broadband internet connection. 3 are XP, 1 is Vista. It appears that when any of the 3 XP computers are downloading something everyone can quite happily use the internet. However when the Vista computer is downloading it uses all the bandwidth. We have tried adjusting the download bandwidth on the Vista computer but it does nothing. Can you suggest anything?

Down load some free software to regulate the amount of bandwidth other PC's are using.
