Video card problems

Just wondering if a faulty video card can affect PC from booting up?

All was well with PC a few days ago and then a message popped up along the lines of a "motherboard video card free fix". Unfortunately I wasn't on the PC at the time so I don't know what exactly the message said. The PC crashed shortly after this message and now PC won't boot up i.e just a blank screen, no bios screen, no sound from hard disk. Monitor and power supply seems ok though.

Any suggestions?

Continuously Tap F8, or F5, from the moment you Switch on.

Yes - but no success. It's like the PC is switched on but nothing happens
