You need a capture card, video editing software and a say "CD" - this will allow for about 35 minutes of SVCD (encoded to MPEG2) to be played back on most DVD players at VHS quality (assuming no quality loss during encoding).

The alternative is to burn to DVD after encoding - this option allows 2 hours of high quality or, up to 4 hours lower quality, to be fitted onto one DVD

The balancing act is the cost of hardware, software & learning time against the cost of commercial alternatives. Lots of VHS tapes and its worth investing in the equipment!
