User accounts in Vista

For some reason control panel will not open user accounts. If I look at parental controls I can see 2 accounts Don (me) administrater and before me in the list ASP Net something or other which seems to keep a log of everything happenning on my machine.

1 Can I delete this account and 2 How can I get into user accounts?

I would be glad of any help.

When you open User Accounts in control panel, are you not given a list of options, in blue, under 'Make changes to your user account'? If you are shown as administrator on this screen, then normally you should be able to access all those options and make changes to your and any other accounts.

I have never seen an ASP net account, so have no idea what it is for.

No clicking on user accounts does nothing. The only way I can see anything,even my account is to go into parental controls.
