USB not Working Correctly

Good Evening,

I am having trouble getting a USB Modem to connect to the internet, provided by T-Mobile, I know this works as tested on there, did previously work on mine but stopped. Now I know I am receiving power to the Modem as the light flashes however my laptop detailed below will no longer detect it and I have also tried removing the software to install however am unable to do so as the software is on part of the modem which is currently not connecting to the laptop properly.

Its a Toshiba Satellite m70-168 (PSM70E).

I have tried reinstalling all of the original windows files and that hasnt worked, the USB "Hub" if thats what its referred to is showing ok in Device Manager. What files are needed to support USB Devices, I know I can download files direct from Toshiba for my laptop but wouldnt know where to start.

In device manager Uninstall EVERYTHING under the heading USB,
reboot the PC let XP find and install new hardware.
Your equipment should now be recognised.
