Having thought i had fixed this problem last night it returned.
Computer fails to recognise the camera at USB 2 speed unless the camera is switched on and connected to the computer with usb initiated before i start up the computer.
During computer start up the usb connection is lost by the camera.
Once the computer has booted up if i remake the usb connection the speed is fine and the camera can be disconnected and reconnected from usb without any problem.
If i then restart the computer without the camera attached via usb, it is as if the computer doses not recognise the camera as usb 2.
Device manager shows the camera is connected and working fine

right with USB and I don't think there is a fix -
my problem which is still not solved was the computer hangs on close down if USB memory stick is used in that session - in Windows 2000 upwards there is a program in the system tray for unconnecting USB devices
