Yes you are correct if you connect a USB 2.0 hub to USB 1.1 sockets they will revert to USB 1.1. The only way to get USB 2.0 on a computer that has only USB 1.1 is to buy a PCI card such as you have been given links to. They will all be USB 2.0 but your original ports will stay USB 1.1. One final point, having USB 2.0 as opposed to USB 1.1 makes a huge difference with some items such as flash drives, hard drives, video cameras etc but items like printers and scanners the difference is slight, with most theres virtually no difference as the printer or whatever is slower than even USB 1.1. So a scanner working on USB 2.0 might be the same speed as the same scanner on USB 2.0. I think it depends on the scanner. I know my one and the one I had before run no faster on USB 2.0.
