Will a device using USB 2.0 work on a motherboard only running USB 1

Yes - at USB 1 speed.

.... and you can add a cheap USB to PCI card if you wish to allow the faster speed if your device needs it.

If you have a spare PCI slot I believe you can buy and fit a card that will give you some USB2.0 sockets. (£9.56 here click here)
