Why do you want to turn updates off? If you are using the PC to access the Internet and email, then you really should keep updated with security patches.

If you are using the computer stand-alone, not connected to any network or the Internet, then you can disable security centre: click here

Go to Control Panel - Windows Security Center - and click on 'Change the Way Security Center Alerts Me'. Untick the box against Automatic Updates and click OK.

BUT - don't forget to do your updates manually.

You can't be on a stand alone PC if you are connecting to the Internet (for your manual updates).

You say you went through Control Panel - did you go to Security Center?

You may have to reboot for the shield to disappear.
