Unsure where to start looking

The powers that be (namely the better half) has asked if I can put together a web page to do the following. Keeping in mind that this is aimed at young (7-11yrs) school children.

Each page would require a clip art image (ie. a ship)

Somewhere on the page would be listed all the letters of the alphabet.

What she would like is either the child clicks on the letter that they think starts the word off and it appears say underneath the image. Then the next letter and so on.

or

Drag and drop the letters into the relevant position

or

Have the clip art image with the name underneath the it minus the vowels. These would then be either selected or dragged from a list of letters.

There is a program on the market but from what I gather the school have shallow pockets. So she was trying to make use of a pc that is unused to see if the kids pick it up quicker.

Hope that this makes sense.

Cheers
