Unresponsive tool bar and desktop

A problem has started to appear on my computer when started. I cannot use the toolbar. If I click on anything that is there I get the noise like a bong to say its not working.
Restarting gets it going but then the same thing happens when I click on anything on the desktop. Have run a full system scan with "nod32", "spyware terminator" and "spybot search and destroy". Also changed the battery on the mother board and in my keyboard and mouse.
A few tracking cookies and the usual things but nothing of any worry. No new programs installed except the windows updates. The last thing for me to do would be a system restore to an earlier time when I cannot remember it happening. This is the last thin g at the moment I really want to do.
Running XP home SP2 with all updates including IE7 (which is slow).
Any ideas guys. Thanks in antisipation.
