Underlining problem in Word 2003

I am using Win XP Home and MS Word 2003.In a Word document I wish to write three lists side by side(left,middle right) each with an underlined heading.If I input the left underlined heading and then move to the middle one on the same row the underlining continues across the whole row whereas I want three separate underlined headings on the same row but with the spaces between headings remaining clear.Any tips as to how to do this would be most welcome as I am finding it very frustrating.I feel there is a simple solution which I am missing at present.

You may be best making the lists in the form of a table with three columns. Put the headings in as you want, highlight the text you wish to underline and press Ctrl + U.

You need to take the Underline option off before pressing your Tab key. Remember to put Underlining on before you type again.

If you create a table as €dstowe suggests, you can format the cells before typing in to them. Highlight the cells and as €dstowe says press Ctrl + U.
