Unable to create start up disk in 98se

Although i am already running Win98se i do not have a start up disk. I am doing the usual,start,settings,control panel,add remove programs and folowing the start up disk creation instructions, i keep getting errors like "insert win98se disk" which i do. then it says this file and that file not on disk or something along those lines. It shows in a drop down menu "precopy" but this doesn't contain the files either. Any help would be appreciated as although all is currently well, who knows what the future holds.
