Toolbar shorcuts not working

Windows XP Pro SP3; ASRock 775VM800; Pentium 4; 3GHz; 2Gb RAM
Radion 9700 Pro Monitor 1 - BenQ2400W (Landscape)
Radion 9700 Pro (Secondary) Monitor 2 - BenQ2400W (Portrait)
Epson R300, Epson R1900

After running Superantispyware I found that a couple of shortcuts on my toolbar have stopped working.
They are: Notepad and Photoshop CS5.
In both cases the application shortcuts do nothing. Creating new shortcuts, and replacing the old shortcuts with the new has no effect, the apps will not open. If, however I open an existing text file or image the apps open normally. My .txt files open Notepad, and .jpg or .ico files open with CS5.
How can I get the shortcuts back to normal?

If you 'browse' to the actual program .EXE files in "C:\Program Files", right click and select "Send to desktop (create shortcut)", does the resulting shortcut launch the application?

Thanks for the suggestion. Sadly neither of the applications can be launched this way.
I have 24 other shortcuts on my toolbar, and all work normally. Up until I ran Superantispyware, all 26 launched without difficulties.

System restore to before the superantispyware run?

I have already tried system restore, but it did not help.
