tiscali broadband problem

My friend has Tiscali Broadband which I installed for him (I am a computer technician) Since day one he has had trouble connecting to you. It gives \"no dial tone detected\" message, or drops the line frequently. To date I have:-
reinstalled the software twice
changed the filters 3 times.
replaced the modem with a new one provided by tiscali
Taken off AVG which I was assured by tiscali technical staff in India was the problem.
Had the line checked by BT.
Had the telephone card in the exchange changed by BT.
disconnected the only phone in the house, the modem is connected to the only socket in the house.
My friend is understandably, about to cancel his account, as after 5 weeks he still has no broadband connection, sometimes rebooting the modem lets him get on line for 10 minutes, sometimes not!
