Tiny PC Win98SE fails to boot

I have 2 Tiny PCs in a school which have both developed the same problem. On start up black screen comes up with "System failed to boot press any key". There has been no changes to either PC over the last 8 months or so other than windows updates.Both bought 3 years ago. Both have been on a network. Tried to repair and re-install windows on 1 and the hard drive appears to be non existent!

Could this be a hardware failure on both, or am I missing something?

Are the hard drives reconised from the bios? Do the pc's normally boot from the hard drive or via the network?

They boot from the hard drives and I haven't checked the BIOS. If the BIOS shows up the hard drive does that mean the drive is in working order?
