Time for a monitor and or GPU upgrade?

I currently have a HP x20 LED series LCD monitor paired with an i5 3570K CPU chip running at 3.40ghz. My GPU is a Radeon HD6970.

Would my configuration be able to power a bigger sized monitor?, I am thinking of at least 27 inch?. I don't really need a 4K monitor but a bigger size would be welcome. I pay FPS games usually so I need a fast response time as well.

In addition is it time for a GPU upgrade I wonder. Would any upgrade be noticeable in gaming playing terms without paying silly money?

Your system could easily run the latest FPS games in Full HD resolution. So, you can use a 27" Full HD monitor without any performance drops. The same is about 4k (you would only have to set up Full HD Resolution in some heaviest games). Your GPU is okay too. You can play comfortable, at least one year before its performance becomes insufficient.
