I have the following programs (plus others) running at Startup - are there any which I can safely dispense with?

I've not listed McAfee, popupstopper, etc.

This site is very useful for identifying background tasks click here.

This one is also useful click here and lists disknag as a Dell utility that reminds you to create backup diskettes.

The only task you have listed that I would say is really important is ScanRegistry.
The others I think you can safely try disabling and seeing what happens.
