Is there a freeware PDF maker ...?

I mean, not just a freeware converter that installs itself as a printer, but an app that you actually construct a PDF in (like Adobe Acrobat) ?

I know you can make a PDF in MS Word or OpenOffice and then export it as PDF but, as I said, I am looking for an app which will let you import pictures, insert hyperlinks etc and then make a PDF for you...

Nitro PDF looks good, but is $99.

Thats the kind of thing I'm after tho. Actually I have Photoshop CS2 and that exports as PDF, but it won't insert things like hyperlinks for me..:s
