textsetup.oem file missing

In attampting to restore a PC with SCSI drives, I have to download the SCSI driver for it and load it on a floppy for Win XP when it calls for it -[press F6 if SCSI driver required]
I loacated the drive zipped pakage and unzipped and made a floppy from the appropriate files.
When loaded Win Setup says 'textsetup.oem' missing.
Examining the driver package no such file there.
A Google reveals all the usual driver download sites- but no sign of a simlpe download of the missing file.

Any ideas?

In doing a search on my machine [I keep a huge file of useful bitz n pieces on an external drive
It was found in several locations but appears to be in 3 versions- 1kb 2kb and 8kb
are they different in some way?
perhap load all 3 on the floppy and Windoze choose?

The instruction simple said select the folder for ther system in use so I went straight to that folder.
The txtsetup file is indeed on the root.
So I copied it on to floppy transferred to the msachine in question and proceed with setup .
Did it work?
Of course not- Windoze is Windoze
This is what happened- I was given the choice of three adaptoer to select from
As it is an XP system I selected that one--
via-8237/6421/sataraid conroller[WinXPserv2003]
The response is
I386/NT5/vaireadd .sys error[18] line2113 in d:-XPsrtm\bse\boot setup oemdosk.
This suggests to me My win XP disk is being rejected by an existing system.
But Win is not giving me the opportunity to reformat say.
