temporary internet folder

I have a folder in my temporary internet files with the name: Index Video CD Movie that I can not remove.
When I try to do a virus check with Norton Anti Virus I get the folowing:
Unable to open the file C:\Documents and Settings\ My Name\Local Settings\temporary Internet Files\Content.IE5\Index.dat
The file is in use by another application or you don,t have permission to open the file
What is this file and how can I remove it. assuming it is safe to remove it
My OS is WindowsXP Home

I don't know what it is but you could try changing the name by only one letter and then try binning it, example (aexample)make a note as if your system plays up you may need to recover it from the recycle bin, and change the name back.
Are you using Internet Explorer 5 by the way?

Turn off System restore, re-boot in safe mode and delete files in temp internet folder. Run antivirus and antispyware scans whilst in safe mode and then re-boot in normal mode and turn on System Restore again. All should then be well.

Index.dat files can only be deleted before Windows loads, they're in use all the time otherwise. use ccleaner and check `index.dat` under Internet Explorer, run cleaner, reboot. click here
