Temporary Internet Files/ Deletion

My system is Windows 98 SE
In Windows/ Temporary Internet Files there is a sub-folder Content IE5
This, in turn, has 4 sub folders named E9e7ghir; Nkwpwb8g; S5mn8xez and Zvla2hay

The main TIF folder is 1.17 MB in 575 files in 5 folders
The Content IE5 is 1.17 MB in 574 files in 4 folders
The E9...sub folder is 67 bytes in 61 files
The Nk.. sub folder is 33KB in 62 files
The S5....sub folder is 67 bytes in 99 files
The Zv... sub folder is 135 KB in 350 files

By going to Settings/ Internet Properties/ General there is an option to “ Delete all files in TIF folders” with an added option to “Delete all offline content”

Can somebody explain to me:
A Why there are 4 sub folders.
B Where are the names are generated from
C Are the files really useful if speed is not essential
D Why, when using the “delete” option, are the files are still showing.
E What is the difference between the two “delete” options

The file you may have a problem cleaning is the index.dat, this little application called Spider will take care of that:

Spider is an old program, I think there is an alternative for XP, if I can find it I'll post it for you, problem is I don't use XP myself so I don't normally keep anything related.
