I'm not too sure why you did not just continue your previous thread at click here - but anyway.
Go to Start > Control Panel > Network Connections, right-click on your network connection and choose Properties. You should see a listing for Internet Protocol (TCP/IP).
If it is not listed, click on Install > Protocol > Add, and choose TCP/IP.
If it is listed, then you need to uninstall and then reinstall your network device (either a network card or the Modem). When it is reinstalled, the TCP/IP protocol will be automatically installed with it.
