System.ini

My computer is saying it can't find system.ini. need to run windws setup to install the file. then it turns off. what do i do. how do i handle this

It should be in the C:\Windows Folder, and in C:\Windows\Backup.

Can you get into safe Mode? keep pressing F5 as computer starts choose safe mode

The previous 2 entries are the listing in the system.ini file. How do I repair it so I can continue working
