system32\hal.dll missing

When my machine (W XP SP2&3) begins to start up I get the message "cannot start because the file system32\hal.dll is missing or corrupt please reinstall a copy of the above file".
I can go to setup and boot easily but cannot open safe mode or any of the other options which come up when I press F8.

How do I get my machine working again?

Had the PC been working fine immediately before or had you (for example) just reinstalled Windows?

Thanks; a useful site but my recovery CD does not give me the recovery console option, rather, it gives me partition options delete, create and install windows (presumably a clean install & I loose all my data etc)
Is there any other way I can go to the recovery console?

Got a floppy drive?

Then download the 6 floppy boot disks to get into recovery console click here

A working copy of hal.dll WILL be found in “C:\WINDOWS\ServicePackFiles\i386”

Copy and Paste it to “C:\WINDOWS\System32” folder; if it asks to overwrite say YES.
