Try it in safe mode.

The most important thing is to find if you can restore as you might need it while messing around trying all the usual solutions . Do as Buteman says then at least you know its available

Norton Ghost can stop it working if its loaded on your computer, try disabling it if it is otherwise the only way to get restore working is to turn it off and lose all restore points, that do not work anyway, then turn it back on and create a new restore point

I had this problem and after many failed attempts to rectify I had to do a complete system reinstall. Which did the trick.

when system restore fails to work the way forward is to disable system restore completely, then re-enable it.

This will mean that previously created restore points will be lost, but it has always worked for me subsequently.

It needn't meean a complete reinstall... but of course it depends what the problem is that is causing you to attempt a sysyem restore i the first place!
