I am running on Windows 98 2nd Edition, how do I switch off system restore?

I think you are a little bit confused.

System Restore is an XP feature although earlier versions of Windows had something similar.

In the case of 98SE the Registry was backed up to a default total of five in all (the figure could be increased if required) and you could revert to an earlier backup if necessary via a command prompt after bootup.

What would be the point of turning it off?

You don't have System Restore on your PC unless you have added a third party utility such as Norton's Go Back.
