System Resources low

I keep getting the message that my system recourses is dangerously low and my system some times shuts down. My system normally runs at about 32% but since installing broadband it now goes down to 8% is there a way of getting more Resource or do I need to buy more memory I currently run Windows 98 second edition ,Memory 128, System is 32-bit.
Also I have a program Backweb running on my computer is this safe to remove

Broadband takes 64MB away straight away, then take into account internet explorer 30MB+, and anything else running in back ground and thats why your machines is locking up.

Go to Start\Run Type MSCONFIG go to the Start tab and remove all tickes in programs that do not nead to start up when you start your Comp. Leave AV and FireWall Running. If Win98 also leave System tray and scanregistry running

run msconfig from the start menu, tthis willshow you all the startup programs running and using resources you may beable to untick the boxes of those you do'nt need.
