Please explain with more detail.

How you are switching user.

How many accounts there are.

What exactly happens.

I press start , log off, switch user , 2 people using ,fill in my password click ,screen goes blank then same screen comes up again. It dos not matter which user i start on to switch between the two i must restart.

Have you enabled Fast User Switching? Otherwise I think you have to log off first.

press start, log off, click on switch user and you will see a list of users, click on relevant user and bingo, hey presto,

Sorry, you must have done so, otherwise Switch User would not be an option.

Try pressing the Windows logo key+L. This should also take you to the screen for User switching.

Other criteria for it to work. The Welcome screen must be enabled. You must not be joined to a domain. Offline files must be disabled.
