Streaming problems on Media player

Mrs has just signed up to watch a foregn Tv channel service that streams content via Windows media player 9(latest download & codecs), windows 98SE.

I am running on BT Broadband with 433 megahertz Intel Celeron
32 kilobyte primary memory cache
128 kilobyte secondary memory cache
192 Megabytes Installed Memory
Slot '0' has 64 MB
Slot '1' has 128 MB
Slot '2' is Empty
Slot '3' has 64 MB
Cougar Video Edition display adaper with about 2GB of free hard disk space.

Problem is that the video playback is very jerky- jumping fron static frame to frame with little or no movement. Sound seems fine.
I have adjusted the video acceletation from full to minimum with no effect.
Ant suggestions apart from getting a new PC?
