Strange Boot Behaviour

Hi all I've just put together a new computer.
Asus P5Q Deluxe M/B Bios 0803
Intel E8500 CPU
XFX 8800GT Graphics
Samsung 50GB Hard Disk
Cooler master Centurion 5 All Black Case + 550W eXtreme Power Plus PSU.
It all works great but for the odd thing at boot.
The computer starts three seconds stops for one second starts again and boots ok. I've never seen this in twenty years of computing any ideas.

Is the boot device order as under?
First Boot device - Floppy (if any)
Second boot device - CDROM
Third boot device - Hard disk drive
If not set these devics in the BOIS as above. Apart from this I don't know what is the soluion. Perhaps some more learned member will help.

I have a couple of Asus P5Ks and they both do that too. No idea why either.

Disable
floppy seek and
memory test

and retry

I also have an Asus mobo that does this. This behavior was explained to me thus; "It's a safety feature built in to the mobo, it boots and checks there are no faults\shorts on the mobo, if all is well it continues to boot into the OS.". Now me being a cynical old git did not accept this from my PC builder so I asked Asus via email to confirm this, which they did. Interestingly if I leave the power to the PC on, it does not do it, only from a completely cold boot, after I switch on the power from the mains.
