Stopping unathorised downloading using xp.

Hi, does any one out there know how to stop people (mainly my children) from downloading files via the internet? I am using windows xp sp3 and would like to stop them from downloading content as they are consistantly bringing in virus's etc.

Are the children Administrator or Limited user accounts?

They are limited user accounts.

That's odd. According to the 'User Account Types' link in Control Panel, Limited users can only change their own picture or create, change or remove their own password.

They cannot install programs.

Do they have access to someone's Administrator account?

If so, password protect it

Does anybody know what I am doing wrong? I'm trying to set up a new router that my mum has bought and after following the setup instruction and installing the what I assume are the correct addresses we cannot gain access to the internet, any ideas?
