Can you try the monitor on another PC? That way you will tell if it is the graphics card or the monitor that is in trouble. Possibly the cable also.

Is it a recent / sudden / deteriorating problem?

it just started overnight about 2 months ago and does it every time i boot pc after about half an hour it clears

Doesn't sound like a graphics card problem then. If it was it would get worse with time, not better.

I'd take Diodorus Siculus' advice and find another computer to try the monitor on.
