Start up program-list tweak

I seem to remember seeing somewhere in the PC advisor mag' a tweak for selecting just how many programs are started running in the background when windows loads. I am aware you can control some of this from the 'WINDOWS/START UP' folder, but this particular tweak involved typing a command into the 'Start','Run' box and amending the resulting page of info'.

Anybody able to fill in the blanks on this one?
