Spyware cookies

Hi,
I have the registered version of Pest Patrol and (quite a few times) what I was wondering was when I boot up my PC and I am taken to the Windows main screen I hear 'popping noises' which is the COOKIE PATROL finding and deleting spyware cookies.
This normally happens while I am surfing the net but what I can't understand is HOW they can get on my PC while not signing in with my ISP?
I know that broadband is an 'always on connection' but how can you be connected to the internet when you aren't actually online?
