how can i program a macro in excel to tab a spinner counter?

Not quite sure what you are asking.

If you right click the spinner and select Format Control you can set a linked cell on the Control tab.

yes i understand this; but how can i record a macro that when run will click on the spinner to change the value in the linked cell?

i know it may sound not worth doing but it is neccasary in a spreadsheet system i am making.

You can't record a macro to imitate the action of clicking the spinner. What you can do is to change the value in the linked cell like:

Sub spin()

Sheets("Sheet1").Range("B2").Value = Sheets("Sheet1").Range("B2").Value + 1

End Sub
