I have a laptop with a "speedstep" processor. How do I know it is "speedstepping"?

Thanks, now I understand what a speed step processor is but how can I tell whether I have an 815 EM processor?
How can I tell what the speed is?
If I turn the laptop on in battery mode the "tools,system,general" tab says 1.6G Hz.
If I then plug in the power, close down the tools window and reopen, it still says 1.6 ghz. Is this correct? The opposite happens if I start in mains and unplug. Is the "general" window giving me the boot up speed only or should it rise and fall as processor speeds or slows?
Where do I get the speed step applet from?
