Do you mean Speech Recognition or Text to Speech?

Microsoft Sam is part of Text to Speech

Unfortunately the speech recognition is part of Office XP not Windows XP. You need additional software like IBM or Dragon.

Have a look at http:// support.microsoft.com/default.aspx?scid=kb;en-us;306902

Take out the space between the "//" and "support"
