sound recorder problem

When ever I try to start sound recorder in Windows ME I get the following error messages.

C:\windows\soundrec32.exe
A device attached to the system is not functioning.
and
The MSACM.DLL file is linked to missing export NTDLL.DLL:NtClose

can anyone help
I have searched for the files and found them and also tried to uninstall and re-install sound recorder

Sound Recorder is pretty useless anyway as it is limited to just one minute of sound.

Download the Freeware proogram Audacity from www. Nonags.com. with the help of the lama_enc.dll (also free) it can export MP3 files. No limits, two channels for stereo, edit MP3 files and WAV files.

Record sounds from a microphone.
