Something odd going on - Runtime Error

Not quite sure what is going on here.
4 user accounts on XP Home, suddenly started to either hang on load up of IE7 or Runtime Error message appears and I need to reboot to get things working again.
Runtime error says: Program:C/Program folder/IE/Internet explorer.exe
This application requested runtime to terminate in an unusual way.

This is followed by Fatal Error: Cannot initialize synchronization objects
Exit - error code 9026.

Reboot and everything is fine again until switching between user profiles.
Tried uninstalling IE7 but still appears on IE6.

When it hangs, Task Manager shows TWO non responding IE programs.

Getting splinters from scratching my head!

Your error message, if it is generated by the genuine Internet Explorer executable should read
C:\Program Files\Internet Explorer\Iexplore.exe

Run SFC, have your XP CD handy ; click here

Try IEFix too ; click here

Also the usual `update and scan with antivirus & antispyware software`; click here
Windows Defender, AVG recommended

Clear out old files with CCleaner; install and run in each account. click here

Uncheck `autocomplete form history` and `cookies` to retain your passwords.
