is there any software that i can use to restrict downloads on a computer, i am building a computer and the user doesnt want people to download stuff, or install any extra software is there anything that will do this??

Assuming XP, the "owner" should set himself/herself up as a password-protected Administrator so that s/he can download and make system-wide changes.

Guest/Other users should be set up with Limited accounts so that they cannot download/install software and cannot get into the Administrator account because of the password.

but they can still download files... and they probably get a virus or so...i think it wil either be xp or 2000 yes.

is there no external software todo this.

I'm not sure if local librarys allow file downloads or not? I would think not, why not go to your library and ask in there, they may be able to help.
