Small fps on cctv via dvr card

I wonder if any of the experts out there can help me.
I currently have a cheap cctv which is wirelessly connected to a pc via a cheap dvr card. I’ve finally managed to get it working but I’m concerned the capture is so small – about 1-2fps. Is it due to my setup? – accessing the pc via remote desktop (wirelessly).
Is there a problem getting the images wirelessly to a pc that is also wirelessly being accessed by remote desktop? Do I need a powerful pc? Do I need lots of RAM? Is there a particular piece of clever software that will increase the fps? Or is 1-2 fps the norm?
Any help would be greatly appreciated.
