Slow start up

My PC running XP now takes 4½ minutes to load.

I have been trying to eliminate unnecessary programs from startup and file cintlcfg.exe is one of the programs loading.

A Google search is inconclusive and most responses seem to be pointing me to their registry cleaners.

Is this file necessary?

What registry cleaner would you recommend? RegistryCleanerHelp.org claims to have done a comparison and recommends RegCure, Registry Fix and Registry Easy in descending order of effectiveness but I am always wary of axes to grind and the real possibility of damaging my PC.

I would stop it loading using msconfig and run SuperAntispyware scan

click here This is by far the best registry cleaner in my opinion, but it will only fix 10 errors at a time unless you buy it. I think it is worth the money, and updates for life.
