Slow internet

I am running windows XP on an old Compaq
normal programs like word and excel respond quickly, but as soon as I try to connect to the internet everything slows down to a snails pace.
It takes ages to connect and even longer to load on all the bits on the front page of Wanadoo's website. The PC has a 66mhz FSB 192MB RAM
celeron processor 300ish mhz.
A USB modem 56 128 secondry cache.
My friends PC has less memory a smaller processor but 512 secondry cache and his machine connects fine to the internet, does the secondry cache make a big difference. He is running windows 98 and not XP

I think XP could be the problem as it is very resource hungry.From what I remember from the XP upgrade specs you are at the very bottom limits for running XP.
