SiSoft diagnostic program - fan speed

I have fitted a new Gmec power supply with 120mm fan, and according to Sisoft its doing about 5,300 rpm. I fitted this to cut noise, the box says 26dba, but it is still fairly audible, I was expecting better. Is this likely to be the correct speed? I dont think there is a connection from the supply to the m-board, other than the 20-pin lead, so do not know how SiSoft is getting this info. Any help most welcome!

scroll to near the bottom for the download section and the link to download it

where it says "The latest version is SpeedFan 4.17 " click on the blue underlined link.

oops, cancel that i misread your post, speedfan is for the processor fan and temp, not the power supply
