Create a shortcut to "C:\Windows\System32\Shutdown.exe" and add -s to the end of the command to shut down or add -r to reboot. Set the time to shutdown with -t xx (where xx is the number of seconds) otherwise it defaults to 30 secs before shutdown.

The Syntax is on this page - click here

Install this

Just sits in Taskbar, with right click options.

The latest version of the digit skinnable clock click here ,which can be cofigured to be no larger than a button, gives you a 'shutdown windows' option in the right click menu along with fast access to launch your screensaver, minimise all windows and put your monitor into standby. OH and it tells the time (a pretty powerful button that can look however you want it to look).
