Server not found : so where is it ?

There are periods every day when I'm unable to get online ot to retrieve e-mail. I suppose at those times, the system is overloaded and there's no room for me on it. Is there anything I can do to help myself in this situation - short of contacting my ISP to complain (which is useless).
My understanding of this problem is superficial but I can follow any advice given to the letter.

There is no obvious reason why you cannot log on to your ISP at any time of the day or night to collect e-mail, unless a server is temporarily down for maintenance work.

Thanks for your suggestion: I'll check the IE
Privacy Settings etc., and see whether I can
make any adjustments that might improve my
connection.
