the recipient has in tools/options/security, on their e mail account got do not allow attachments etc etc ticked they need to either (a) untick it or (b) just click on forward and the attachment will be available.

As johnnyrocker points out, if the Do Not Open Attachments that may contain a virus is enabled in OE's Tools>Options>Security tab, the e-mail recipient is/may be unable to do so.

As this feature is of little, if any, value as it often prevents perfectly legitimate attachments being opened, it should be permanently disabled.

Any good AV utility will check incoming and outgoing e-mails for viruses etc.
