Security and Administrative rights

When attempting to open up my history or temporary internet files I receive a message that reads "Your current security settings do not allow this action." Also, when attempting to change a startup function in msconfig, I receive a similar message. But this message reads that "I must have administrative rights to change something in the startup menu". My operating system is Windows XP. Where can I make the necessary changes in the system? Thank you.

You need to log in as an administrator (maybe boot to safe mode and use the Administrator count)

Then in Control panel User Accounts - Change an Account - click your account and change to administrator.
