If I purchase a new PC it will probably be fitted with a SATA Hard drive, can I transfer the contents of an old IDE Hard Drive to a SATA Drive?

Yes.

Option 1.

Your new PC will have CD / DVD drives on and IDE interface which could be temporarily be rplace by the HDD to swap files over.

Option 2.

you could buy beg steal or borrow an external caddy to fit your old drive into plug in via USB port an transfer files
